Rebuilding Ukraine: Clearing Mines, Reforming Laws

(Crisis Group) Ukraine has reclaimed nearly 19,000 sq km from Russian control since late 2022, but these areas remain heavily mined, economically devastated, and significantly depopulated. Kyiv’s government must address the urgent needs of these regions to demonstrate its ability to protect and provide for its civilians better than the Russian occupiers.
This includes clearing mines, rebuilding infrastructure, and reforming laws to avoid unfair punishment for those accused of collaboration without causing harm. Properly addressing these issues is crucial for national cohesion and the reintegration of liberated territories. Additionally, enhancing the legal framework to prosecute war crimes and suspected collaboration cases fairly will support justice and stability in these regions.
