Step 1: Apply for Post 9/11 Benefits: Submit VA Form 22-1990e through va.gov.
- Complete Va Form 22-1990e AFTER servicemember/veteran makes transfer through http://milconnect.dmdc.mil and the transfer is approved. The DOD determines whether servicemember/veteran can transfer the Post 9/11 benefit to dependents.
- List all dependents in milconnect that you may want to transfer benefits and give at least one month of benefits to each. The months of benefits can be redistributed as needed in the future. Each regular semester at JMU uses roughly 4 months of benefits. 8 regular semesters will use ~32 months.
- Completed while still on active duty. You cannot add a new dependent once you leave service.
- Make sure the VA Form 22-1990e application is completed in the dependent's name.
- List the dependent's email and phone number in the application for monthly attendance verification requirement with VA.
- VA should mail the Post 9/11 Certificate of Eligibility (COE) within 30 days. Provide copy of the COE when received from VA. It can be emailed to veteran@jmu.edu
- The application can be completed once the child turns 18 or graduates high school, whichever comes first.
- Keep a copy of the confirmation page for your records
- The housing stipend and book stipend will be sent to the direct deposit account you list in the application.

Step 2: Student completes JMU Veterans Education Benefits Request form
- Complete and submit online. There is no save option;must complete at one time.
- We recommend completing this document with a parent if you are a military dependent.
- Complete this form:
- Incoming JMU students - after you have participated in orientation and are confident your semester class schedule is set and will not change.
- Current JMU students - after upcoming semester class schedule is set and will not change.
- Requires student to login with their JMU credentials and Duo authentication.
- Enrollment in courses must meet general education, degree, major, declared minor, required university elective, or an approved certificate or teacher licensure program to qualify. All majors and minors must be declared on the transcript
- Undergraduate students - we utilze the academic advisement report found on your MyMadison account for course applicability.
- Graduate students - we will follow your curriculum guide. Please provide a link or document that lists what you are required to complete for your declared program.
- If you make any schedule changes once it is submitted, email veteran@jmu.edu with the changes to ensure the change does not impact your benefits
- If you have credit post (AP, IB, dual enrollment, transfer) after submitting your form and it impacts a JMU class counting in a graduation requirement, it could impact your benefits and potential out of pocket expenses.
- Copy of completed form will be emailed to you and the JMU School Certifying official.
- Keep a copy for your records
Complete the following, as applicable:
- Request all Institutions of Higher Learning (IHL) transcripts be sent directly to JMU if you have taken classes at another college. Opened transcripts will not be accepted.
- Submit any AP or IB scores directly to JMU
- Please contact SCO if the dependent is receiving any scholarships. Please reference this link for more information. If you will be using any other tuition/fee specific aid, we must know as it is treated like a tuition/fee specific scholarship.
- Notify us if out-of-state for tuition to see if you qualify for the Choice Act.

JMU Step: SCO Submits Enrollment Certification to VA
JMU's SCO electronically submits the 22-1999 enrollment certification to VA roughly one month prior to the start of the semester. The enrollment certification will include the students' credit hours, tuition charges and fees. Payments of the BAH and books/supplies stipend to the student along with payment of tuition and fees to JMU, are calculated based on this certification.
Processing of a student's enrollment and release of initial payments (tuition, 1st BAH payment and book stipend) by VA can take at least 4-8 weeks each semester. Please have money upfront to pay for books as well as money to cover the full Room/Board charges by the 1st Friday of the semester. If the student is living off campus, have at least 2 months of living expenses available.
Reference your completed Step 2 document or this link for the charges that must be covered upfront each semester. This can include but not limited to:
- Room rent
- Meal plan
- Internet fee
- remaining % of T/F if not 100% eligible for Post 9/11
- Out-of-state tuition difference if out of state for tuition
- non-required course fees, tuition differentials, etc.
