If you have received Chapter 33 Post 9/11 benefits at another college or university, you will need to complete the following steps to use it at James Madison University:

Step 1: Submit copy of Post 9/11 Certificate of Eligibility
Options of acceptable Certificate of Eligibility (COE) to provide:
- Most recent semester award letter from prior school. This letter will list remaining entitlement as of the last day of the recent term; or
- Original Certificate of Eligibility. Please confirm remaining entitlement with VA by calling 1-888-442-4551; or
- Complete VA Form 22-1995 Request for Change of Program or Place of Training onilne at va.gov to receive an updated Certificate of Eligibility
- Submit the student's phone # and email address on the application for the monthly verification process.
- VA will mail a copy to the home address in roughly 30 days
- You can use this application to update address, phone number, bank account, etc as well
The Certificate of Eligibility can be submitted via email to veteran@jmu.edu as a PDF attachment
Step 2: JMU Veterans Education Benefits Request form
- Student completes and submits online. Must complete at one time; no save option
- Requires student to login with their JMU credentials and authentication.
- Complete after you have participated in orientation (potentially reviewed your schedule with your advisor) and are satisfied that it will not change.
- Notify SCO at veteran@jmu.edu if you do make changes after submitting form.
- Enrollment in courses must meet major, GenEd, elective, or degree requirements, or an approved certificate or teacher licensure program to qualify. All majors and minors must be declared on the transcript
- Undergraduate students: we utilize the academic advisement report found on your MyMadison account for course applicability.
- Graduate students: we will follow your curriculum guide or program in the graduate school course catalog. Please provide a link or document that lists what you are required to complete for your declared program.
- The JMU Veterans Education Benefits Request form is required every semester benefits are requested.
- After your 1st semester using your benefits, the JMU form will be emailed to you after registering for the upcoming semester.
Complete the following, as applicable:
- Submit all prior higher education transcripts for credit evaluation as well as dual enrollment, AP and IB test scores.
- Make sure you tell us if you will receive a gen-ed waiver due to earning an approved Associate's degree. JMU must receive your transcript with the Associate's degree posted in order for the gen-ed waiver to be posted.
- Please contact SCO if student is receiving any scholarships. Please reference this link for more information.
- Notify us if out-of-state for tuition to see if you qualify for the Choice Act.

JMU Step: SCO Submits Enrollment Certification to VA
JMU's SCO electronically submits the 22-1999 enrollment certification to VA roughly one month prior to the start of the semester. The enrollment certification will include the students' credit hours, tuition charges and fees. Payments of the BAH and books/supplies stipend to the student along with payment of tuition and fees to JMU, are calculated based on this certification.
Processing of a student's enrollment and release of initial payments (tuition, 1st BAH payment and book stipend) by VA can take at least 4-8 weeks each semester. Please have money upfront to pay for books as well as money to cover the full Room/Board charges by the 1st Friday of the semester. If the student is living off campus, have at least 2 months of living expenses available.
Reference your completed Step 2 document or this link for the charges that must be covered upfront each semester. This can include but not limited to:
- Room rent
- Meal plan
- Internet fee
- remaining % of T/F if not 100% eligible for Post 9/11
- Out-of-state tuition difference if out of state for tuition
- non-required course fees, tuition differentials, etc.
