Substantive change is defined by SACSCOC as "a significant modification or expansion of the nature and scope of an accredited institution." The university is required to notify SACSCOC of changes consistent with the SACSCOC substantive change policy and procedures, and to seek approval prior to the initiation of a change when appropriate. These changes are categorized into institutional, program and off-campus instructional sites.

JMU’s policy regarding substantive change is part of the university Manual of Policies and Procedures. Policy 2102 explains the university’s process for preparing a submission to SACSCOC.
For changes that meet the criteria, SACSCOC must be notified in advance of implementation. Significant changes to a program’s curriculum require that SACSCOC review and approve a proposal/prospectus many months in advance of the change being made.

Examples of Substantive Changes
- Adding a program that is a significant departure from the existing programs.
- Initiating programs by distance education or correspondence courses.
- Adding an additional method of delivery to a currently offered program.
- Entering into a cooperative academic arrangement.
- Awarding dual or joint academic awards.
- Adding a new off-campus instructional site.
How do you know if a change is reportable to SACSCOC?
Each college has identified a substantive change monitor to assist in communication with PAIR about potential substantive change. If you are aware of a modification that could be a substantive change, please contact your dean's office or email SACSCOC@jmu.edu for assistance in determining any required reporting.
PAIR assists you with substantive changes by providing consultation and guidance for developing and submitting notification letters and/or prospectuses.
