Accounting

COMMUNITY OR PROFESSIONAL IMPACT:

The Volunteer Income Tax Program (VITA) Sponsored by the School of Accounting 2023

The accounting department operates a tax return preparation service for Harrisonburg and the surrounding areas. The Volunteer Income Tax Assistance program is sponsored by the Internal Revenue Service. They provide tax preparation software, training materials, and filing supplies. This is the seventh year for the program. We are open on select Friday and Saturday nights. Students in the Master of Accountancy program prepare and review returns, with a final review and filing performed by the tax professors in the accounting program. Students from the foreign language department provide Spanish translation. Volunteers from the community and from the college of business provide intake services. The staff of the Dean’s office of the College of Business support the program by providing food for preparers and volunteers. They also handle marketing and website design.

PRESENTATIONS AND PUBLICATIONS:

M.S. in Accounting student, Paige Rufolo, Dr. Irana Scott and Dr. Andy Duxbury are working on a paper about something called BEPs 2. This paper is about a global tax initiative, known as BEPs 2, led by the OECD with the goal of taxing all income earned by multinationals around the world up to 15%. Many countries around the world try to entice multinationals to operate, or at least report income, in their country to try to raise revenue and increase employment. After several high-profile examples of large multinationals paying very little foreign tax, we examine to what extent reporting minimal foreign taxes is widespread. We next examine how the BEPs 2 rules work and provide examples illustrating how the rules will work in practice. Lastly, we make our main contribution by hypothesizing how companies and countries will likely respond. That is, the same motivations for both companies and countries will exist after the implementation of BEPs 2 and both parties will likely seek strategies to avoid these rules and other ways to achieve their desired results.

M.S. in Accounting student, Morgan Whaley, Dr. Irana Scott and Dr. Andy Duxbury are working on a paper about the 4 major international tax provisions included in the big U.S. tax act that took effect in 2018 known as the Tax Cuts and Jobs Act. We begin by providing descriptions and detailed examples of how the 4 new rules work. Next, using recently released 2018 government statistics about the 4 major changes made to the international tax rules. We examine how the actual revenue raised by these new rules compares to budgeted revenue estimates at the time of the enactment. We also examine which industries were subject to the new taxes and comment as to why some industries were likely to be more affected by these new taxes than other industries.

COMMUNITY OR PROFESSIONAL IMPACT:

Xixëllonjë Nebihu, M.Ed. in Equity and Cultural Diversity Thesis: Living Between Two Worlds-- Learning about High School Immigrant Students' Experiences in the United States: A Qualitative Study.

This thesis incorporates detailed secondary school experiences of two immigrant youth who have resided in the U.S. for three years. The study focuses on the students' barriers and supports pertaining to adaptation and integration in the US. It could assist educators in providing more appropriate support to immigrant students. It may hold particular relevance for our local community and school system as they strive to appropriately support our immigrant neighbors.

Claire Haskins, MAT in TESOL Thesis: Heritage Spanish-Speaking Student Perspectives in 8th Grade Dual Language Immersion.

This qualitative thesis project explores the experiences of four eighth grade heritage Spanish-speaking students who have attended a dual language immersion (DLI) program for their entire elementary and middle school career. Few studies have investigated how DLI programs affect students' identities as multilingual individuals. This project could inform the literature on DLI programs and assist educators in gaining a deeper awareness of heritage Spanish-speakers' experiences in these types of programs. This study has particular importance for a community like Harrisonburg that offers DLI programs in its K-12 school system.
